Their mission statement is clear: "The history of the 20th century should have taught us that it is important to shape circumstances before crises emerge, and to meet threats before they become dire. The history of this century should have taught us to embrace the cause of American leadership.” Because American leaders (Clinton in the first place) failed to comprehend this mission of world leadership, the Project for a New American Century was launched. The PNAC’s drew up an agenda to achieve its mission. Item one is to achieve a massive increase of the defence budget and is a lever to achieve items 2 and 3: to challenge regimes hostile towards our interests and values and to accept the responsibility for America’s unique role in the preservation and expansion of an international climate conducive to our safety, prosperity and principles.
The first action of the PNAC consisted of an attempt to convince Clinton, then president, to attack Iraq immediately. They wrote him a letter in 1998. But Clinton was not to be convinced. A letter of may 1998 to likeminded chums such as extremely conservative Newt Gingrich and senator Trent Lott is even more explicit: "We should establish and maintain a strong U.S. military presence in the region, and be prepared to use that force to protect our vital interests in the Gulf - and, if necessary, to help remove Saddam frompower". Mark the hierarchy of importance: first the permanent presence for ‘vital interests’ and then, when necessary, taking Saddam as a case. What are these vital interests? Although specialists never tire to tell us that oil is not at stake here, there is an obvious connection between those ‘vital interests’ and the fact that most of those involved are, often very directly (like Cheney or Condoleeza Rice), linked to the weapon and oil industries.
In September 2000, before Bush won the election, the PNAC published the crucial report “Rebuilding America's Defences: Strategies, Forces And Resources For A New Century”, in which they state clearly that to attack Saddam is but an alibi for American supremacy. It was written by Thomas Donnelly with the help of Donald Kagan of Yale University and Gary Schmitt, but a whole list of people contributed to the thought processes that lead to the report, amongst them some of the above founders like William Kristol and I. Lewis Libby, and beside them: Alvin Bernstein of National Defense Univeristy, Eliot Cohen of Johns Hopkins University, David Epstein working at that time for the office of the Secretary of Defense, Abram Schulsky of RAND corporation, James Lasswell of GAMA Corporation Dov Zakheim of System Planning Corporation and others. One name I want to add, who is probably now the most important of all of them: Paul Wolfowitz, now a crucial member of Bush jr.’s so called “War Cabinet”.
I quote some striking ideas of this report: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein”. (p.14) In other words, the fact that Saddam is only an alibi is not a figment of the imagination of the protesters against this war, it is stated explicitly by its master minds. (And: as early as 2000). The report argued for a large-scale upgrade of the army and estimated a budgetary increase of 15 to 20 billion dollars per year would be required to transform the army into a kind of imperial super force, keeping the lead in “the revolution in military affairs”. However, PNAC was well aware that this would not be plain sailing: “The process of transformation, is likely to be a long one, absent some catastrophic and catalyzing event—like a new Pearl Harbor.” (p. 51) This is a genuine quote. Need I say more? However, there is more. One of the core tasks of the transformed American army is “to fight and decisively win multiple, simultaneous major theatre wars”. (p. IV. find the complete text of this report on www.newamericancentury.org). How about that for a shining and truly educational programme, worthy of an educational non-profit organisation? Truly unbelievable, but really true. Following such a brilliant report the ‘Project for a New American Century’ could only prosper. With Bush in power, Dick Cheney as Vice President and Donald Rumsfeld as Minister of External Affairs, the PNAC became lord and master of the foreign politics of the White House.
And then there was 9/11. Suddenly the New American Century had arrived: the long and eagerly awaited “catastrophic and catalysing” event had occurred. Cheney, Rumsfeld and Co must have considered it a real God sent. It was an immediate justification for agenda item 1: a massive increase in the defence budget. Ian Lustick, professor in foreign politics and Middle-East-specialist at the University of Pennsylvania, stated: “9/11, which had nothing to do with Iraq, produced a gigantic political capital that allowed the government to do whatever they saw fit, as long as they could connect it with national security and the Middle East”. According to a report from NBS television, an enthusiastic Rumsfeld scribbled down in telegram style, the definitive plan from the still smoking Pentagon as follows: “best info fast. Judge whether good enough [to] hit S.H. at the same time. Not only UBL. …. Go massive. Sweep it all up. Things related and not.” For S.H. read Saddam Hoessein, and for UBL read Usama Bin Laden and the message becomes exceedingly clear: “all we need now is the right information to find an alibi for a massive attack on Saddam”. The real purpose is (according to the mission statement en report van de PNAC, cited above): to reinforce the American military and industrial world supremacy through a ‘total war’ (an expression of co-founder Richard Perle), such as The war on terrorism, the cleansing of Afghanistan and now the cleansing of the Gulf (and soon of Columbia). “Multiple, simultaneous major theatre wars” with as motto: “…. Go massive. Sweep it all up. Things related and not.” That is painfully clear. It is the real briefing for the troops, as they will shout in the near future ‘Hell breaks loose’.
Professor Lustick is of the view that the Zionist lobby, rather than oil, is behind the war schemes of the PNAC. The ‘Zionist’ logic appears to be that a forceful attack on Saddam would destroy the resolve of the Palestinians and tempt them into signing a peace deal the terms of which can be completely dictated by Israel. A logic Lustic considers deeply flawed. He views ‘this war plan as a triumph of simple ideology over the messy realities of global politics’. His conclusion is blunt: “This is not a war against fanatics, but a war of fanatics – our fanatics”.

MEET THE MASTER MINDS
DICK CHENEY, VICE PRESIDENT OF THE UNITED ... OIL, MILITARY AND DRUGS INDUSTRY
To document the practice behind the PNAC-theory we pick a case study: Dick Cheney. He is, beside being Vice President of the United States of America and founding member of the ‘Project for a New American Century’(PNAC), the main individual shareholder of the giant transnational Halliburton, one of the flagships of the American industry. Brown & Root is an important corporation of the Halliburton group. In a hair raising article, Michael C. Rupert, ex LAPD agent, writes the following: “Of all the American companies dealing directly with the US military and providing cover for CIA operations, few firms can match the global presence of this giant construction powerhouse which employs 20,000 people in more than 100 countries. Through its sister companies or joint ventures, Brown & Root can build offshore oil rigs, drill wells and construct and operate everything from harbours and pipelines to highways and nuclear reactors. It can train and arm security forces and it can now also feed, supply and house armies.” What one calls an all round firm.
Brown & Root is one of the largest partners of the American army. It builds and provides logistics wherever the American army is present. In addition to dealing in pipelines and military logistics it specialises in arms deals (e.g. with Iran in the late seventies). On top of that it is apparently also an expert provider of drug pipelines. Currently it appears engaged in a Colombian-American joint venture, called Corfinsura, consisting of large building works for the Colombian Antioquia drug syndicate, with headquarters in Meddellin. Brown & Root purchased and leased gigantic amounts of land in Colombia (estimated to be in the order of one billion square meters), which can be transformed into military camps at the stroke of a pen, in case of an invasion by the American army – an invasion that, according to the newspapers, has started surreptitiously.
Dick Cheney is a specialist in al sorts of fields. “As the Bush Secretary of Defense during Desert Shield/Desert Storm (1990-91), Cheney also directed special operations involving Kurdish rebels in northern Iran. The Kurds' primary source of income for more than 50 years has been heroin smuggling from Afghanistan and Pakistan through Iran, Iraq and Turkey.” (ibid.). Brown & Root picked its share, as it did in Kosovo, where Cheney’s company earned hundreds of millions of dollars building facilities for the America army and where it still has a presence. And as the Kosovo Liberation Army controlled 70% of the European heroin import…
In 2000 the Centre for Public Integrity (CPI) (2000) published a report entitled “Cheney Led Halliburton to Feast at Federal Trough”. According to this report Halliburton, under Cheney’s leadership, received 3.8 billion dollars in federal contracts and government loans, mainly via Brown & Root. The loans were transferred via two banks, Exim and Opic. According to reliable sources those banks are CIA infiltrated and regularly distribute NOC (Non Official Cover, the code for drugs) to their officers. Etc. etc.
Group Alpha, a Russian banking conglomerate, traffics in oil and drugs. Via loans to Brown & Root it managed to launder this money, which in turn enabled Brown & Root to extend its oil drillings in Russia. (I present the key lines only, based on a report of the CPI, and the above mentioned article of Michael Rupert, since it would take ten volumes to unravel the intricate schemes involved). The Alpha Group is also in cahoots with Gilberto Rodriguez, currently in prison and the boss of the Kali drug cartel. Mostimportantly, much of this laundered money was subsequently used to finance Bush’s election campaign… And then there is Richard Armitage, also a member of the idealistic educational organisation PNAC, involved in drug trafficking in Laos…
Besides war, drugs, military logistics and the weapon industry, oil plays a key role. Whatever else can be said, the connection between the Bush dynasty, the oil industry and Halliburton, where Bush sr. started his career, appears to be conveniently forgotten nowadays. Perhaps Bush and Cheney intend to rebuild the Iraqi oilfields via Brown & Root, or exploit them via (via via) Halliburton. Or via Chevron Oil, which counts Condooleza Rice amongst its board members. Turkey however, does not agree with that strategy where it concerns Northern Iraq. Or perhaps they just intend to destroy the Iraqi oilfields, that is another way to compete. Did Machiavelli not advocate to “Destroy your enemies”? Even if there were no oil profits to be gained, this war would prove to be a goldmine for Brown & Root, as the key logistics company of the American army. As a captain of Industry and politician Cheney and his companions will always win, either way. ‘Vested interests’ is putting it very mildly indeed.
To cut a long story short, the destruction as well as the regeneration of Iraq would provide a golden opportunity for Brown & Root, and hence for Halliburton and therefore also for Dick Cheney, Vice President of the United States. One wonders why the press does not or only marginally covers this sort of crucial information. It beggars belief on two fronts: that this is happening and that we don’t seem to know about it. But, as the saying goes: “Who wants to know”. Schemes from Medellin to Moscow… and time and time again Brown & Root. How come we don’t know any of this? Even if only half of it was true (although I rather suspect it is only the tip of the iceberg), doesn’t this really change the whole picture? Now it really does make sense why Bush, Cheney and co are hell bent on this war. It is just golden business opportunity.
In the New American Century politics, military logic, economics and organised crime have become a seamless continuum, one large global casino. Of course you can shrug your shoulders and say wearily: “Nothing ever changes, same as it ever was”. However, armed with such information we can at least debunk the sickly rhetorics of those poker players and the pathetic arguments of so called trustworthy politicians such as Blair, as well as the superficial small talk of most newspaper articles. And we can become aware that Cheney and his chums are true “World history personalities” (a term coined by Hegel to describe figures such as Napoleon). They are competent professionals: Many Birds with One Stone. That is the key to the great “Project for a New American Century”. Hence it better be a very large stone. A bazooka in the bowling game of the Middle East.

There is: the American Enterprise Institute for Public Policy Research (AEI), displaying its vested interests proudly in its name, the Committee for Peace and Security in the Gulf (CPSG), they are de precussors of the PNAC and a group of which I assume to be another ‘self help group for idealists’ and the Iracqui National Congress (INC), which aims to organise the opposition and hence the next Iraqi government, under the watchful supervision of General Wayne Downing. Not to mention “The committee for the liberation of Iracq”, a sister or daughter organisation of the PNAC. Its president is Bruce Jackson, a major contractor for Lockheed Martin. It beggars belief. The Committee for the Liberation of Iraq is nothing less than an NGO for the weapons industry. Named Bruce Jackson is also the person behind the letter of the ‘Ten of Vilnius’, the ten Baltic Nations that signed up for the war (who knows under what pressure of blackmail or promises from our Lockheed boy). At least now we know why. Jackson favours the liberation of Iraq in order to sell as many weapons as possible. It really is that simple, and that cynical. Why does the press not expose that Mr. Jackson works (behind the scenes) for the Bush administration but also for Lockheed Martin? It certainly sheds an interesting light on the situation. This man is obviously a true idealist, that much is clear.
God have mercy on America, that is should be led by this outfit (I can’t really find a suitable name for them) to a New American Century. It appears wise to attack this section of the Bush administration preventatively (isn’t that currently all the rage?) by accusing them of crimes against humanity. One can’t fail. The grand wisdom, the deep insights and the broad vision of the European ‘Atlantists’ (politicians, scholars, journalists) become immortal, and especially painfully risible, if one begins to explore those figureheads and their machinations. It only takes a careful reading of the report “Rebuilding America's Defences: Strategies, Forces And Resources For A New Century”. But time is of the essence. We know enough. The Project for a New American Century is the real design team and master-mind behind this war.
The situation defies belief on two levels: that this Project for a New American Century truly exists, and that I and millions of others with me, had no knowledge of its existence. Of course the reply of journalists and other specialists is bound to be: “But everybody knew”, the implication being that I am a mere amateur meddling in affairs of experts. Granted. But the world is too important to leave it in the capable hands of specialists and so called experts. So much is clear, once again. So accept my sincere apologies for my ignorance. What I would like to know is why all knowing journalists are so silent on the subject of the comings and goings of the PNAC. PNAC is not good news, but it does provide an opportunity for good journalism. So whence this respectful silence? I really would like to have an answer to that question.
So what’s the conclusion? This war is a conspiracy of the PNAC, despite ypur and my aversion of conspiracy theories. It appears to be true, the only truth to be found about this disgusting war. There are of course supplementary conspiracy theories to be explored, like the one about Rupert Murdoch and his media empire, with tens of newspapers (e.g. the Sun), supporting this war with a vengeance.
That Chirac sold his soul to Elf, or that Louis Michel, the Belgin minister of Foreign Affairs, is a lackey of France – just because he stated not to be a lackey of the United States – makes no difference: this war is a world wide conspiracy of scavengers. Heavy terminology, I know. But one would have a hard time convincing me that people such as Bruce Jackson, one of the most innocuous ones of the lot, are not scavengers? Do try. The evidence against Cheney is so overwhelming I would not begin to consider withdrawing my accusation.
Mister President, you are surrounded not by hawks, but by scavengers. I implore you to publicly condemn the cynical idea of “Total War”, as Richard Perle(mann) neatly summarises the basic tenet of the PNAC, before it is too late. Because total war leads to the demise of hundreds of thousands of human beings, and perhaps even to your own political demise. History will condemn you. Repent. Listen to the appeal of the highest representatives of your own church community, the United Methodist Church. This war is in contradiction with the bible and the message of Jesus Christ. I have no time for theological debates here, but I suspect they are right. As you well know. But, then Mister President, how could I bring you to change your mind…
However, let’s not surrender to the inevitability of the war schemes of the PNAC (soon to be exported to Colombia). Journalists and intellectuals of the world pick up your pen and declare war to despicable organisations such as the Project for a New American Century and The Committee for the liberation of Iraq. Now is the time for a holy war: a true ‘Jihad of and for Enlightenment’: ‘Écrasez L’infame désinformation’ (let us destroy the infamous misinformation, to paraphrase Voltaire), under the new and eternal motto of Kant: ‘Sapere aude’, dare to know.
Reading the report of the PNAC sheds a bright light on the dark and murky basis for this war. They want “to fight and decively win multiple, simultaneous major theatre wars”. We need to imprint this phrase, which was coined already in 2000 (I can’t emphasise this often enough), in the consciousness of humanity, because it is the truth, the only and veritable truth behind this war.
Because time is running out, I dream of the following action plan. First step: we establish a Russell Tribunal. As jurors I propose people such as Frederick Jameson, Manuel Castells, Giorgio Agamben, Ricardo Petrella, Ricardo Boff, Eward Said, Emanuel Wallerstein, Alain Finkielkraut, Amin Malouf, Edward Said, Woody Allen, you name it. I would choose Jacques Derrida to preside. Antonio Negri could be the chief prosecutor (although that might be tricky, he’d be refused). But then Noam Chomsky would even be better for the job. For the defence council… well, up to them really, although I would recommend Paul Wolfowitz himself, member of the PNAC and previously vice chancellor of John Hopkins University, and now a key figure in the Bush II War cabinet. A heavyweight as Wolfowitz would surely do justice to the cause of the defence.
The second: headed by Amnesty International and joined by Medicin Sans Frontieres, Voluntary Services Overseas, Greenpeace, Oxfam, and all other independent
NGOs, a completed report should be presented (people tell me it exists almost): an estimation of the humaninatarian, social, economical and ecological ‘cost’ and consequences of the PNAC-report. The conclusion would consist of depositing an emergency ‘pre enptive’ complaint at the International Court of Den Hague, or any where Else (Belgian has such a ‘genocide law’, but Israel has such a law aswell, specialists say) . The PNAC is to be accused of open and repeated incitement and planning of crimes against humanity. A media covered monster trial. J’accuse!
The third step is to be an international call for a worldwide day of strike and prayers. We ask the Pope, the chief Rabbi, the arch bisshops of the Episcoplean church (church of Bush sr.), the head of United Methodist Church (church of Bush jr.), and of course a whole selection of Ayatollahs and Patriarchs, to call a day of deafening silence and prayer for peace. The day the people of this earth declared a worldwide protest- Shabbat. The action could be code-named: Operation Desert Voice: The People (of Planet Earth) vs. ‘Total War Inc(orporated)’.
But, alas, who am I? All this is just a wet dream, I know. But please tell me then that the PNAC and its machinations is just a dream too. Just a nightmare. Pulp fiction. Or is this real?

Omdat deze roeping tot wereldoverheersing niet goed genoeg begrepen werd door de Amerikaanse leiders, werd nu juist dit Project for a New American century opgericht. En hét middel daartoe was volgens de PNAC, en daarom het eerste programmapunt (1): exponentiële stijging van het defensiebudget. Maar dit eerste beginsel is de hefboom om de echte doelstellingen te realiseren: (2) “regimes uit te dagen die vijandig staan tegenover onze belangen en waarden” en (3) ‘de verantwoordelijkheid te aanvaarden voor Amerika’s unieke rol in het bewaren en uitbreiden van een internationale orde die gunstig is voor onze veiligheid, onze welvaart en onze principes”.
Hun eerste actie bestond in een poging om Clinton, toen nog president, ervan te overtuigen om meteen Irak aan te vallen. Maar dat lukte niet. Een brief aan geestesgenoten als de aartsconservatieve Newt Gingrich en senator Trent Lott is nog een stuk duidelijker dan de brief aan Clinton: “Wij zouden een sterke Amerikaanse aanwezigheid in de regio moeten realiseren en bereid zijn om die kracht te gebruiken om onze vitale belangen in de Golf te beschermen – en, indien nodig, om Saddam van de macht te helpen verdrijven”. Deze ‘vitale belangen’ zijn in hoofdzaak tweeërlei: de directe toegang tot olie vrijwaren in de nabije en verre toekomst, maar ook de geopolitieke controle in handen krijgen over de olie voor Europa en Azië. En hoewel specialisten niet moe worden te zeggen dat olie niet de inzet is, toch kunnen deze ‘vitale belangen’ niet losgemaakt worden van het feit dat de meeste van deze mensen banden hebben met de wapen- of olie-industrie, Dick Cheney voorop.
In september 2000, dat is nog voor de verkiezingen die Bush zou winnen, maakt de PNAC het cruciale rapport, geschreven door Thomas Donnelly, Gary Schmitt en Donald Kagan, “"Rebuilding America's Defenses: Strategies, Forces And Resources For A New Century", waarin ze duidelijk stellen dat een aanval op Saddam maar een alibi is voor Amerikaanse suprematie. Op pagina 14 van het rapport staat : “De Verenigde Staten hebben sinds decennia getracht om een meer permanente rol te spelen in de regionale veiligheid in de Golf. Terwijl het onopgeloste conflict met Irak in een directe rechtvaardiging voorziet, overstijgt de noodzaak voor een substantiële Amerikaanse militaire aanwezigheid het thema van het regime van Saddam Hoessein”. Dus, dat Saddam maar een alibi is, dat zeggen niet de rabiate tegenstanders van deze oorlog, dat zeggen de master minds zelf. Want verder in het rapport wordt ook Iran genoemd dat misschien nog een grotere bedreiging vormt. Ze pleitten in dit rapport, geheel in de lijn van de doelstellingen, voor een grootschalige upgrading van het leger. Voor deze transformatie van het leger tot een soort van imperiaal superleger was volgens de schatting van het rapport een stijging van 15 tot 20 miljard dollar per jaar nodig. Maar PNAC wist zeer goed dat dit niet zomaar kon: “Het proces van transformatie, zou wel eens een proces van lange adem kunnen zijn, behalve wanneer er zich een soort catastrofaal of catalyserende gebeurtenis voordoet – iets als een nieuw Pearl Harbor”. Verder gaat het om de noodzaak van nucleaire suprematie, politionele taken, en een op te richten space force als het centraal onderdeel van de US-military (dus ‘boven’ land-, lucht- en zeemacht) en zelfs cyberspace en internet, Maar dat is nog niet alles. Een kerntaak voor het getransformeerde Amerikaanse leger bestaat erin “om meervoudige en gelijktijdige grootschalige theater-oorlogen uit te vechten en afgetekend te winnen”. Letterlijk: “to fight and decisively win multiple, simultaneous major theater wars” Major theater wars is een militaire uitdrukking voor een groot slagveld, een grootschalige veldslag, maar door de zinsconstructie wordt het ook duidelijk dat het gaat om theatrale oorlogen. Want als je een oorlog uitvecht waarvan je op voorhand weet dat je die op een ‘beslissende’ manier gaat winnen, dan moet het om een soort theaterstuk gaan, een mediashow, een hyperreële simulatie. Na zo’n geniaal rapport kon het niet anders: van dan af gaat het dit ‘Project voor een nieuwe Amerikaanse Eeuw’ voor de wind. Zodra Bush aan de macht komt is de PNAC, met Dick Cheney als Vice-president en Donald Rumsfeld als minister van Buitenlandse zaken, heer en meester over de buitenlandse politiek van het Witte Huis.
En toen, met de aanslagen van nine-eleven, was plotseling de Nieuwe Amerikaanse Eeuw aangebroken: het lang verwachtte, het vurig ‘verbeidde’ Pearl Harbor had zich voorgedaan. Het was meteen de voldoende grond voor programmapunt nummer 1: massale stijging van het defensiebudget. ‘Wat een godsgeschenk!’, moeten Cheney, Rumsfeld en Co gedacht hebben. Ian Lustick, een professor buitenlandse politiek en Midden Oostenspecialist van de Universiteit van Pensylvania, verwoordde het zo: ’ 9/11, dat niets met Irak te maken had, produceerde een gigantisch politiek kapitaal dat de regering toeliet te doen wat ze maar wilde zolang ze het maar in verband konden brengen met nationale veiligheid en het Midden Oosten”. Helemaal enthousiast geworden, noteerde (volgens een reportage van het televisiestation NBS) Rumsfeld in het nog narokende Pentagon het definitieve plan in telegramstijl: “best info fast. Judge whether good enough [to] hit S.H. at the same time. Not only UBL. …. Go massive. Sweep it all up. Things related and not." Dat is, een keer je weet dat S.H. Saddam Hoessein is en UBL natuurlijk Usama Bin Laden, erg duidelijk: we hebben nu alleen de juiste informatie nodig om een alibi te vinden om Saddam aan te vallen en er vooral massaal tegenaan te gaan. Want de echte inzet is (volgens het mission statement en het bovengeciteerde rapport van de PNAC): versterking van de Amerikaanse militaire en industriële wereldsuprematie via ‘totale oorlog’ (een uitdrukking van medestichter Richard Perle), zoals The war on terrorism, de opkuis in Afghanistan en nu een opkuis in de Golf, en straks ook in Columbia, enzovoort: “meervoudige, gelijktijdige grootschalige theater-oorlogen” onder het motto: “…. Go massive. Sweep it all up. Things related and not.” Dat is pijnlijk duidelijk. De echte briefing voor de troepen, als ze straks ‘Hell breaks loose’ roepen.
Professor Lustic denkt dat meer dan olie, een joodse connectie achter de oorlogsplannen van de PNAC steekt. En inderdaad valt niet te ontkennen dat de lijst met de namen van mensen die bijgedragen hebben aan het rapport wemelt van de Joodse namen: er is allereerst Donald Kagan, co-auteur, maar verder ook Alvin Bernstein (National Defense University), Eliot Cohen (Johns Hopkins University), David Epstein (Office of Secretary of Defense), Donald Kagan (Yale University), Fred Kagan (U. S. Military Academy at West Point), Robert Kagan (Carnegie Endowment for International Peace), William Kristol (the Weekly Standard), I. Lewis Libby (Dechert Price & Rhoads), Steve Rosen (Harvard University), Abram Shulsky (The RAND Corporation), Dov Zakheim (System Planning Corporation) en natuurlijk Paul Wolfowitz (former vice-chancellor of Johns Hopkins University). De ‘joodse’ redenering zou zijn dat een gespierd optreden tegen Saddam de Palestijnen murw zou slaan en dus warm zou maken voor een vredesplan dat helemaal door Israël is gedicteerd. Een idee dat Lustic van de pot gerukt vindt. Hij ziet ‘dit oorlogsplan als de triomf van de simpele ideologie over de modderige realiteit van globale politiek’. Zijn besluit is verpletterend: ‘Dit is geen oorlog tegen fanatici, maar een oorlog van fanatici – onze fanataci’. MEET THE MASTER MINDS:
DICK CHENEY, VICE PRESIDENT VAN DE VERENIGDE … OLIE-, LEGER- EN DRUGSINDUSTRIE
Om de praktijk te leren kennen die achter de theorie van de PNAC steekt nemen we een gevalstudie: Dick Cheney. Cheney, vice-president van de United States of America en stichtend lid van het hooggestemde ‘Project for a New American Century’, is de grootste individuele aandeelhouder van de giga-transnational Halliburton, die zich voornamelijk bezighoudt met olieontginning, één van de vlaggeschepen van de Amerikaanse industrie. Een belangrijk bedrijf in de groep is Brown & Root. Micheal C. Rupert, een ex-agent van de LAPD, schrijft daar in een bloedstollend achtergrondartikel het volgende over: “Van alle Amerikaanse bedrijven die direct te maken hebben met het leger en de CIA, kunnen weinigen op tegen de mondiale aanwezigheid van deze bouwgigant, die wereldwijd 20.000 mensen te werk stelt in meer dan honderd landen. Via zusterbedrijven en joint ventures, kan Brown & Root boorplatforms bouwen, oliebronnen aanboren, alles bouwen en besturen van haven tot pijplijnen, snelwegen en kernreactoren. Het kan veiligheidsagenten trainen en bewapenen en het kan ook legers voeden, logistiek ondersteunen en behuizen.” Wat je noemt een all round bedrijf. Brown & Root is een van de grote partners van het Amerikaans leger, zij bouwen en verhandelen logistiek materieel overal waar het Amerikaans leger aanwezig is. Ze werken ook voor de CIA. En naast oliepijplijnen en militaire logistiek, zijn ze ook gespecialiseerd in wapenhandel (bijvoorbeeld naar Iran in de late jaren zeventig). En daarnaast, naar verluidt ook zeer bedreven in drugspijplijnen. Zo zijn ze nu bezig met een Columbiaans - Amerikaanse joint venture, onder de naam Corfinsura, het gaat om grote bouwwerken voor het Columbiaanse Antioquia drugsyndicaat, met hoofdkwartier in Meddellin. Ze hebben er gigantische lappen grond gekocht en geleased (naar schatting een miljard vierkante meter). Gronden die, in geval van een aanwezigheid of invasie van het Amerikaanse leger, die volgens de kranten al zachtjes begonnen is, militaire kampement kunnen worden met een pennentrek.
Dick Cheney is specialist in die dingen. “Als staatsecretaris voor defensie onder Bush I tijdens Desert Shield/Desert Storm (1990-1991), leidde hij speciale operaties waarbij Koerdische rebellen betrokken waren. De belangrijkste bron van inkomsten van de koerden is sinds vijftig jaar de smokkel van heroïne vanaf Afghanistan en Pakistan door Iran, Irak en Turkije.” (ibid.) En Brown & Root pikten hun graantje mee. En ook in Kosovo waar ze miljarden dollars verdienden met het bouwen van de faciliteiten voor het Amerikaans leger, en nu nog steeds aanwezig zijn, doet Cheneys bedrijf gouden zaken. Want het Kosovo Liberation Army controleerde 70 procent van de heroïne die Europa binnenkomt… En dus…
Volgens een rapport uit 2000 van het Centre for Public Integraty (CPI), onder de titel “Cheney Led Halliburton to Feast at Federal Trough” (vrije vertaald Cheneys Halliburton bouwde een feestje op federale kosten), bleek dat onder Cheneys leiderschap Halliburton, vooral via Brown & Root, 3.8 miljard dollars aan federale contracten en staatsleningen had gekregen. Deze leningen verliepen langs Exim en Opic, twee banken, die volgens betrouwbare bronnen, door de CIA zijn geïnfiltreerd en regelmatig NOC (non official cover, vrij vertaald als niet-officiele onkosten, het code woord voor drugs) uitdelen aan hun officieren. Enzoverder, enzovoort.
De Alfagroep, een Russisch bankconglomeraat, houdt zich bezig met olie en drugstrafiek. En via de leningen aan Brown & Root konden ze dit geld witwassen en kon Brown & Root op zijn beurt zijn olieboringen voor Alfa Tyumen in Rusland uitbreiden. (Ik schematiseer. Want je hebt tien boeken nodig om die combines uit de doeken te doen, maar de basis is een rapport van de CPI, en het bovenvermelde artikel van Michael Rupert). De Alfagroep is ook maatjes met Gilberto Rodriguez, de baas van het Kali drugkartel die nu in de gevangenis zit, enzovoort. Maar belangrijker is dat veel van dit witgewassen geld dan weer gebruikt werd om de verkiezingscampagne van Bush te financieren…. En dan is er nog Richard Armitage, ook ooit lid van de idealistische educatieve organisatie PNAC, die in Laos met drugs begaan was…
Naast oorlog, drugs en militaire logistiek en wapenindustrie, speelt olie zeker een erg belangrijke rol. Wat men ook moge beweren. De banden van de Bush dynastie met de olie-industrie en Halliburton, waar Bush I zijn carrière begon, worden dezer dagen blijkbaar zedig vergeten. Misschien willen Bush en Cheney de Iraakse olievelden wel via Brown & Root gaan herbouwen, of via (via via) Halliburton exploiteren. Of via Chevron Oil, waar Condooleza Rice in de board zit (of zat, maar dat maakt nauwelijks een verschil). Turkije ziet dat voor Noord-Irak alvast niet zitten Maar ook als er geen oliegewin te rapen valt, zal Brown & Root in deze oorlog gouden zaken doen: zij zijn het bouwlogistieke bedrijf van het Amerikaanse leger bij uitstek.
Om een lang verhaal kort te maken: zowel met de vernietiging van Irak als met de heropbouw zullen Brown & Root, en dus Halliburton en dus ook Dick Cheney, vice- president van de Verenigde Staten, gouden zaken doen. Men kan zich afvragen hoe het komt dat deze vitale informatie niet in de kranten komt. Want het is twee keer ongelofelijk: dat het zo is en dat wij dat allemaal niet weten. Lees er alles over in Michael C. Rupert, The Bush-Cheney Drug Empire, Nexus Magzazine, 8, 2, 2001, ook op www.nexusmagazine.com. Combines van Medellin tot Moskou… en altijd weer Brown & Root. Ook als er maar de helft van waar is (maar het lijkt eerder een topje van de ijsberg), verandert dit toch alles: nu begrijp ik werkelijk waarom Bush, Cheney en co zo voor die oorlog zijn. Gouden zaken gewoon. Gouden zaken. En een meesterzet op het geopolitieke schaakbord van de Nieuwe, Imperiale Wereldorde, zoals uitgestippeld in het fameuze PNAC-rapport.
In de Nieuwe Amerikaanse Eeuw zijn politiek, militaire logica, economie en georganiseerde criminaliteit een naadloos continuüm geworden, een grote ‘global casino’. Je kan natuurlijk de schouders ophalen en wereldwijs zeggen: zo is het toch altijd geweest. Ja, maar met dit soort informatie kan je minstens de misselijke retoriek van de Grote Pokerspelers, en ook die van de zogenaamd bona fide politici zoals Blair en daarbovenop nog het oppervlakkig geklets van de meeste krantenartikelen doorprikken (en dat staat netjes). En je realiseren: Cheney en de zijnen zijn waarlijk echte “Wereldhistorische persoonlijkheden” (een uitdrukking waarmee Hegel figuren als Napoleon omschreef). Ze kennen hun vak. Vele Vliegen in Een Klap. Dat is de sleutel tot het grote “Project voor een Nieuwe Amerikaanse Eeuw”: vele vliegen in een klap. En daarom best een grote klap. Een bazooka in het kegelspel van het Midden Oosten.
EEN SLEUTEL TOT VREDE. THE PEOPLE VS. “TOTAL WAR INCORPORATED”
Ik zou deze reeks over de PNAC, The Project for a New American Century, zijn leden en zijn vertakkingen eindeloos kunnen doorzetten. Het is een wespennest waar een kat haar jongen niet in thuis vindt. Er is The American Enterprise Institute for Public Policy Research (AEI), die leukerds geven de belangenvermenging al weg in hun benaming, the Committee for Peace and Security in the Gulf (CPSG), de voorganger van de PNAC, moet ongetwijfeld ook een ‘zelfhulpgroep’ voor idealisten zijn, The Iracqui National Congress (INC), de mensen die onder het toeziend oog van Generaal Wayne Downing de oppositie en dus de opvolging tracht te organiseren. En dan heb ik nog niets gezegd over “The committee for the liberation of Iracq”, een zusterorganisatie van de PNAC. De voorzitter ervan is Bruce Jackson, een ‘major contractor’ voor Lockheed Martin. Je gelooft je ogen en oren niet. Het Committe for the Liberation of Iracq is gewoon een NGO van de wapenindustrie. Deze Bruce Jackson is ook de man achter de brief van de “Tien van Vilnius”(DS 21 februari), de Baltische Staten, die tekenden voor deze oorlog (wie weet onder welke chantage of beloftes van deze Lockheed boy). Maar nu weet ik waarom. Hij wil zoveel mogelijk wapens verkopen, daarom is hij voor de bevrijding van Irak. Zo simpel en zo cynisch is dat. Waarom wordt dat niet gezegd in de krant dat die meneer Jackson, niet alleen voor de Bush administration (in de coulissen) werkt voor ook voor Lockheed Martin (heeft ge)werkt? Dat maakt de dingen toch een stuk duidelijker. Deze man is een idealist van het zuiverste water, dat voel je met je klomp.
God have mercy on America, dat zij door dit soort volk (ik vind er eigenlijk geen woorden voor) naar een New American Century moeten worden geleid. Dit deel van de Bush administratie kan je best preventief (dat is nu toch in de mode) aanvallen en beschuldigen van misdaden tegen de menselijkheid. Je kan er gewoon niet naast zitten. De grote wijsheden, de diepe inzichten en brede visies van de Europese Atlantisten worden onsterfelijk en vooral pijnlijk belachelijk als je je ook maar even in deze figuren, hun machinaties en malversaties verdiept. Je hoeft alleen maar het rapport “Rebuilding America's Defenses: Strategies, Forces And Resources For A New Century" aandachtig te lezen. Maar de tijd dringt. We weten genoeg. The Project for a New American Century en hun zusterorganisaties zijn de echte ontwerpers en master minds achter deze oorlog.
[Het is twee keer ongelofelijk: dat dit Project for a New American Century echt bestaat, én dat ik dat niet wist en miljoenen mensen met mij. Natuurlijk: ‘iedereen wist dat toch’, zullen de specialisten zeggen. En mij laten weten dat ik hiermee alleen bewijs dat ik een amateur ben, iemand die zich bemoeit met zaken waar hij geen expert in is. Toegegeven. Maar de wereld is te belangrijk om het allemaal aan de specialisten of de zogenaamde experts over te laten. Dat blijkt nu weer eens ten overvloede. Waarom hebben de journalisten ons zo weinig laten weten over de handel en wandel van de PNAC. Het project for a New American Century is geen ‘goed nieuws’, maar het is wel iets voor goede journalistiek Waarom dan die eerbiedige bijna-stilte? Dat is een vraag die ik graag beantwoord zou zien.]
Conclusie? Deze oorlog is een complot van de PNAC. Ondanks uw en mijn afkeer voor complottheorieën. Het is de waarheid, de enige echte waarheid die er over deze misselijk makende oorlog te rapen valt. Behalve natuurlijk aanvullende complottheorieën, zoals die over Rupert Murdoch en zijn media-imperium, met tientallen kranten, zoals The Sun, die deze oorlog met bijbelse overtuiging prediken. En dat Chirac verkocht is aan Elf, en dat Louis Michel een lakei van Frankrijk - alleen al door te zeggen dat hij geen lakei is van de Verenigde Staten - doet daar niets van af: deze oorlog is een wereldwijd complot van lijkenpikkers. Dat is een zwaar woord, ik weet het. Maar kunt u mij overtuigen dat mensen als Bruce Jackson, om nu maar de onschuldigste van de hele bend’ te noemen, geen lijkenpikkers zijn? Please do. Wat Cheney betreft is de evidentie te overweldigend dat ik mijn beschuldiging zou willen intrekken.
Mister President, u bent omringd door lijkenpikkers. Ik smeek u openlijk de cynische idee van “Total War”, zoals Richard Perle de basisidee van de PNAC voorbeeldig samenvat, publiekelijk af te zweren. Want totale oorlog leidt tot de ondergang van honderdduizenden mensen, tot economische en ecologische catastrofes. Volgens de schatting van artsenorganisatie zouden zo’n 500 000 mensen omkomen in deze oorlog en de olievelden staan terwijl ik deze tekst corrigeer al in lichter laaie. De geschiedenis zal u veroordelen. Kom tot inkeer. Luister naar de oproepen van de hoogste leden van uw eigen kerkgemeenschap, de United Methodist Church. Deze oorlog is in tegenspraak met de bijbel en de boodschap van Jezus Christus. Ik heb hier geen tijd voor theologische disputen, maar ik denk te kunnen vermoeden dat ze wellicht gelijk hebben. And you know it. Maar ach, hoe zou ik u, Mister President, op betere gedachten kunnen brengen….
Laten we ons echter niet neerleggen bij de onafwendbare oorlogsplannen van de PNAC (plannen die straks ook naar Columbia worden geëxporteerd). Journalisten en Intellectuelen aller landen, neem de pen op. Oorlog aan verderfelijke organisaties als het Project for a New American Century en The Comittee for the liberation of Iracq. Het is tijd voor heilige woede: een ‘fronde’ van de intellectuelen en de kunstenaars, een kruistocht tegen het ‘Empire (of Evil)’, een ware ‘Jihad van de Verlichting en de Voorlichting’: ‘Écrasez L’infame désinformation, onder het eeuwig nieuwe motto ‘Sapere aude’: ‘durf te weten’. Door de lectuur van het rapport van de PNAC wordt de zo duistere grond van deze oorlog zonneklaar: Ze willen “Multiple, simultaneous major theatre wars”. Die woordgroep, nota bene uit 2000 (ik kan het niet genoeg benadrukken), moet in de hersenpan van de mensheid worden gebrand: dat is de waarheid, de enige echte waarheid achter deze oorlog.
Omdat de tijd dringt, droom ik van het volgende actieplan. Eerste actie: we richten een soort Russell tribunaal op. In de jury zie ik mensen als Frederick Jameson, Manuel Castells, Giorgio Agamben, Riccardo Petrella, Riccardo Boff, Eward Said, Emanuel Wallerstein, Alain Finkielkraut, Slavoy _i_ek, Peter Sloterdijk, you name it. Als Voorzitter kies ik Jacques Derrida. Antonio Negri mag voor mij het requisitoor doen (maar dat zal wel niet kunnen, want die zal gewraakt worden). De verdediging wordt waargenomen door… dat mogen ze zelf kiezen, maar ik stel voor Paul Wolfowitz himself, stichtend lid van de PNAC en voormalig rector van de Johns Hopkins University. Ik denk dat we met zo’n canon de rechten van de verdediging ruimschoots respecteren.
De tweede actie: onderzoeken of we ergens via NGO’s echt klacht kunnen neerleggen tegen de PNAC. Bijvoorbeeld aangevoerd door Amnesty Internatinal, leggen Advocaten Zonder grenzen en Greenpeace, Oxfam, en alle andere ongebonden NGO’s, een klacht neer bij het Internationaal gerechtshof in Den Haag of gelijk waar (het kan ook in België, maar dan krijgt Michel een hartinfarct en dat wil ik hem niet aandoen). Bij hoogdringend. Snel even hun berekeningen van de kostprijs van de “militaire revolutie” en Amerikaanse overheersing (hun term: American pre-eminence) aanvullen met ramingen over de humanitaire, sociale en ecologische consequenties van dit rapport. Wij, de mensheid vertegenwoordigd door tientallen NGO’s, dagvaarden de PNAC voor het openlijk en herhaaldelijk prediken en plannen van misdaden tegen de menselijkheid. Een gemediatiseerd monsterproces: J’accuse!
De derde actie zou erin kunnen bestaan dat NGO's, zoals Advocaten zonder Grenzen en Amnesty International, een klacht zouden neerleggen bij het Internationaal Gerechtshof in Den Haag (of gelijk waar) tegen George W. Bush, Tony Blair en José Maria Aznar voor het plannen en ontketenen van een “agressieve oorlog” die een ernstige inbreuk met zich brengt op het internationaal recht. Net zoals Irak niet het recht had om Koeweit binnen te vallen in 1990, zo ook heeft de Verenigde Staten, noch enig ander land, niet het recht om Irak binnen te vallen zonder mandaat van de Veiligheidsraad.
Deze actiepunten zijn opgenomen in een petitie die vrijdag 21 maart verscheen in De Standaard en De Morgen, en ondertekend is door 500 academici, intellectuelen, schrijvers, kunstenaars en culturele instellingen. Daarin werd ook gevraagd aan Koffi Annan, secretaris-generaal van de Verenigde Naties, de hoogste internationale autoriteit, om een dringende, plechtige, mondiaal op televisie uitgezonden oproep doet aan de politieke leiders van deze wereld om alle internationale rechtsregels strikt en streng na te leven en er dusdanig na te handelen. Een vijfde actieterrein lijkt me een kettingmail met deze en andere teksten over de oorlog naar de Amerikaanse studenten en academici. Als zij opstaan, zal het protest nog luider klinken (want de tegen stemmen worden nu als ‘onpattriotisch’ gebrandmerkt) Een zesde actiepunt is natuurlijk bezig: massaal, planetair protest (op 15 feburari waren we met 7 miljoen, dat is nieuw feit in de geschiedenis) op straat en op het web, in de kranten, op de radio en op televisie.
