Beste vrienden,

Op 22 juni organiseren de Verenigde Staten en de Europese Unie in Brussel een internationale steunconferentie voor de nieuwe Iraakse regering. VS-Buitenlandminister Condoleezza Rice komt hiervoor speciaal naar Brussel. En om de conferentie voor te bereiden, trok een hoge EU-delegatie o.l.v. Javier Solana naar Bagdad, voor het eerst sinds de start van de oorlog.

Het BRussells Tribunal wil van deze gelegenheid gebruik maken om er nogmaals op te wijzen dat Irak vandaag geen soeverein maar een bezet land is. Deze illegale bezetting blijft dood, ziekte, honger, chaos en vernieling veroorzaken. Het einde van de bezetting is dan ook de basisvoorwaarde voor de heropbouw en ontwikkeling van het land.

Het BRussells Tribunal roept op tot een protestactie tegen deze Irak-steunconferentie, op dinsdag 21 juni van 16 tot 17 u op het Schumanplein in Brussel.

We vragen u vriendelijk om het platform voor deze actie (zie lager) te onderschrijven, de actie bekend te maken en erop aanwezig te zijn.

De protestactie wordt voorafgegaan door een persconferentie, om 14 u in de lokalen van 11.11.11, met als sprekers:

-         Dr. Bert De Belder (Geneeskunde voor de Derde Wereld)

Op deze persconferentie zal het nieuwe rapport van de VS-onderzoeksjournalist Dahr Jamail (“Irakese ziekenhuizen kreunen onder bezetting”) worden voorgesteld, dat wordt uitgebracht door het BRussells Tribunal, Geneeskunde voor de Derde Wereld, El Taller International en andere organisaties. Het brengt een heel ander beeld van de verschrikkelijke realiteit in Irak dan we gewoonlijk te zien krijgen.

On June 22 2024, The US and the European Union are co-hosting a conference on Iraq in Brussels, which aims to bolster international support for political and economic reforms and back efforts to draft a constitution for the new Baghdad government.

US Foreign Secretary Condoleezza Rice will attend this conference. In order to prepare the conference, a E.U. delegation presided by Javier Solana went to Baghdad, for the first time since the start of the war.

The BRussells Tribunal wants to remind the world leaders again that Iraq is not a sovereign but an occupied country. This illegal occupation continues to cause death, disease, hunger, chaos and destruction. A swift end to the occupation is the basic condition for the reconstruction and development of Iraq.

The BRussells Tribunal calls for a protest action against this conference on tuesday June 21 from 16:00 to 17:00 hrs in Brussels, Schumanplein.

It will present the audience a totally different picture of the harsh conditions under occupation, than what the mainstream media usually show us.

End to occupation pre-condition for reconstruction of Iraq

BRussells Tribunal critical of joint US-EU conference on Iraq, in Brussels on June 22 

On June 22 2024, the United States and the European Union are co-hosting an international conference on Iraq in Brussels, which aims to bolster international support for political and economic reforms and back efforts to draft a constitution for the new Baghdad government.

The legitimacy and autonomy of this government, installed and completely controlled by the US occupation forces after an illegal and illegitimate war of aggression, is not only challenged by a large part of the Iraqi population, but also by the international peace movement.

We feel the necessity to alert the Belgian and European public opinion and authorities that the Brussels conference is a dead-end initiative.

The so-called 'reconstruction' under US occupation has been denounced as benefiting Halliburton, Bechtel and other transnational corporations, and is accompanied by a rampant corruption in many of Iraq's ministries. In the meantime, the majority of the Iraqi people continue without electricity, clean water, education and health services.

Not only is it an over-riding and moral duty to stop the killing, repression and plunder of Iraq. The Fourth Geneva Convention, in article 147, identifies "wilful killing, torture or inhuman treatment, wilfully causing great suffering or serious injury to body or health  . . . and extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly" as grave breaches of international humanitarian law.

The EU countries should therefore focus on their obligations under humanitarian law (common article 1 to the Geneva Conventions) to ensure that grave breaches of the Geneva Conventions are properly addressed. 

The basic condition for the reconstruction of the country is the swift ending of the occupation, with a scheduled withdrawal of all foreign troops. All deaths, injuries and damage to property as a result of the war of aggression and the ensuing occupation should be compensated by the US and the other invading and occupying powers. Iraq's illegally seized moneys and assets must be accounted for.

Only then, and under the full sovereignty of the Iraqi people, can an independent government of Iraq be formed. Such a government can then decide if and when an international conference on the reconstruction of Iraq should be organized, preferably in Baghdad.

BRussells Tribunal kritisch over gezamenlijke VS-EU conferentie over Irak, op 22 juni in Brussel

Op 22 juni 2024 organiseren de Verenigde Staten en de Europese Unie in Brussel een internationale conferentie over Irak, op het niveau van ministers van Buitenlandse Zaken.  Deze conferentie heeft tot doel de internationale steun aan de nieuwe regering in Bagdad inzake politieke en economische hervormingen te versterken en haar bij te staan bij het opstellen van een grondwet.

De legitimiteit en de autonomie van deze regering, geïnstalleerd en volledig gecontroleerd door de VS-bezettingsmacht na een illegale en illegitieme agressieoorlog, wordt niet alleen door een groot deel van de Iraakse bevolking betwist, maar ook door de internationale vredesbeweging.

We voelen ons genoodzaakt om de Belgische en Europese publieke opinie en autoriteiten er attent op te maken, dat de conferentie van Brussel een doodlopend initiatief is.

De zogenaamde ‘heropbouw’ onder de VS-bezetting werd al eerder openlijk bekritiseerd omdat ze Halliburton, Bechtel en andere multinationale ondernemingen begunstigt, en gepaard gaat met buitensporige corruptie binnen verschillende Iraakse ministeries.  Ondertussen blijft de meerderheid van de Iraakse bevolking verstoken van elektriciteit, zuiver water, onderwijs en gezondheidsdiensten.

Het is niet alleen een prioritaire en morele plicht om de moorden, repressie en plunderingen in Irak te stoppen. De Vierde Conventie van Genève bestempelt in artikel 147 als ernstige inbreuken op het internationaal humanitair recht: “moedwillig doden, folteren of onmenselijke behandeling, wat zwaar lijden en ernstige schade aan lichaam en gezondheid toebrengt (…) en de grootschalige vernietiging en toeëigening van bezittingen, niet gerechtvaardigd door militaire noodzaak en uitgevoerd op onwettige en nietsontziende wijze”.

De landen van de EU moeten zich daarom concentreren op hun verplichtingen onder het humanitair recht, en verzekeren dat elke ernstige inbreuk op de Conventies van Genève correct wordt aangepakt (gemeenschappelijk artikel 1 van de Conventies van Genève).

De basisvoorwaarde voor de heropbouw van Irak is een spoedig einde van de bezetting, met een tijdsschema voor de terugtrekking van alle buitenlandse troepen. De VS en de andere landen betrokken bij de invasie en bezetting moeten compensatie betalen voor alle doden, gewonden en materiële schade ten gevolge van de agressieoorlog en de bezetting. Ze moeten ook verantwoording afleggen voor de onwettige inbeslagname van Iraakse fondsen en andere bezittingen.

Pas dan, en onder de volledige soevereiniteit van het Iraakse volk, kan een onafhankelijke Iraakse regering worden gevormd. Die regering kan dan beslissen of en wanneer een internationale conferentie voor de wederopbouw van Irak, bij voorkeur in Bagdad, moet worden georganiseerd.

La fin de l'occupation est une condition sine qua non pour la reconstruction de l'Irak

Critique du BRussells Tribunal à propos de la conférence commune EU-UE sur l'Irak, le 22 juin à Bruxelles

Le 22 juin 2024, les Etats-Unis et l'Union européenne organisent à Bruxelles une conférence internationale sur l'Irak, au niveau des ministres des Affaires Etrangères. Cette conférence a pour objectif de renforcer le soutien international au nouveau gouvernement de Bagdad pour ses réformes politiques et économiques et de l'aider à la rédaction d'une constitution.

La légitimité et l'autonomie de ce gouvernement, installé et complètement contrôlé par le pouvoir d'occupation des Etats-Unis après une guerre d'agression illégale et illégitime, ne sont pas seulement contestées par une grande partie de la population iraquienne, mais aussi par le mouvement international pour la paix.

Nous nous sentons obligés d'attirer l'attention de l'opinion publique et des autorités belges et européennes sur le fait que la conférence de Bruxelles est une initiative sans issue.

La soi-disant ‘reconstruction' sous l'occupation américaine a déjà été critiquée ouvertement auparavant parce que celle-ci favorise Halliburton, Bechtel et d'autres entreprises multinationales, et va de pair avec une corruption extraordinaire à l'intérieur des différents ministères iraquiens.  Entre-temps la majorité de la population iraquienne est privée d'électricité, d'eau potable, d'enseignement et de soins de santé.

Ce n'est pas seulement un devoir prioritaire et moral de mettre fin aux assassinats, à la répression et aux pillages en Irak. Dans son article 147, la Quatrième Convention de Genève définit comme des violations sérieuses du droit international humanitaire: "l'homicide intentionnel, la torture ou les traitements inhumains (…), le fait de causer intentionnellement de grandes souffrances ou de porter des atteintes graves à l'intégrité physique ou à la santé, (…) la destruction et l'appropriation de biens non justifiées par des nécessités militaires et exécutées sur une grande échelle de façon illicite et arbitraire."

C'est pourquoi les pays de l'UE doivent se concentrer sur leurs obligations d'après le droit humanitaire, et s'assurer que toute violation aux Conventions de Genève soit abordée correctement (article commun 1 des Conventions de Genève).

La condition sine qua non à la reconstruction de l'Irak est une fin rapide de l'occupation, avec un schéma pour le retrait de toutes les troupes étrangères. Les Etats-Unis et les autres pays impliqués dans l'invasion et l'occupation doivent payer des compensations pour tous les morts, les blessés et les dégâts matériels causés par la guerre d'agression et l'occupation. Ils doivent aussi répondre de la confiscation illégale de fonds et d'autres biens irakiens.

C'est alors seulement, et sous la souveraineté totale du peuple irakien, qu'un gouvernement irakien indépendant pourra être formé. Ce gouvernement pourra alors décider si et quand une conférence internationale pour la reconstruction de l'Irak devra être organisée, de préférence à Bagdad.

Comunicado del Tribunal de Bruselas sobre la conferencia internacional sobre Iraq

El 22 de junio de 2024, Estados Unidos y la Unión Europea van a copatrocinar una conferencia internacional sobre Iraq en Bruselas, que pretende recabar apoyo internacional para las reformas políticas y económicas y respaldar los esfuerzos para redactar una Constitución para el nuevo gobierno en Bagdad.

La legitimidad y autonomía de este gobierno, instalado y absolutamente controlado por las fuerzas de ocupación estadounidenses después de una guerra de agresión ilegal e ilegítima, no sólo son cuestionadas por una gran parte de la población iraquí, sino también por el movimiento internacional por la paz.

Sentimos la necesidad de alertar a las opiniones públicas europeas y belga en particular, así como a sus autoridades, que la conferencia de Bruselas es una iniciativa que nace muerta. La denominada reconstrucción bajo la ocupación estadounidense ha sido denunciada porque sólo beneficia a Halliburton, Bechtel y otras corporaciones multinacionales, y va acompañada de una corrupción desenfrenada en muchos de los ministerios iraquíes. Mientras tanto, la mayor parte del pueblo iraquí continúa viviendo sin electricidad, agua potable y servicios educativos y sanitarios.

No sólo es un deber primordial y moral acabar con las matanzas, la represión y el saqueo en Iraq. La IV Convención de Ginebra, en su artículo 147, identifica "[..] las matanzas deliberadas, las torturas o tratos inhumanos, que causen intencionadamente grandes sufrimientos o serias heridas al cuerpo o a la salud [...] y la destrucción extendida y apropiación de propiedades que no estén justificadas por las necesidades militares y sean desarrolladas ilegal y caprichosamente" como graves violaciones del derecho humanitario internacional.

Los países de la Unión Europea deberían por tanto establecer sus obligaciones bajo el Derecho Humanitario (artículo 1 común de las Convenciones de Ginebra) para asegurar que se controlen adecuadamente las graves violaciones de las Convenciones de Ginebra. La condición básica para la reconstrucción del país es el rápido fin de la ocupación, estableciendo un calendario de retirada de todas las tropas extranjeras. Todas las muertes, heridas y daños a la propiedad que resulten de la guerra de agresión y de la consiguiente ocupación deberían ser indemnizadas por Estados Unidos y el resto de poderes invasores y ocupantes. Se debe también responder por todo el dinero y activos incautados.

Sólo entonces, y bajo la completa soberanía del pueblo iraquí, podrá formarse un gobierno independiente en Iraq. Dicho gobierno decidirá entonces si organiza, y en qué fecha, una conferencia internacional para la reconstrucción de Iraq, preferiblemente en Bagdad.
