Sanctions, Occupation and the Struggle for Higher Education in Iraq

Recommendations of the International Seminar on the Situation of Iraqi Academics - 9/10/11 March 2011 Ghent University

The International Seminar in Ghent on Iraqi Academia and the recommendations it has produced may offer perspectives for the Higher Education Sector in Iraq and constitute an effort to rehabilitate the high standards of education the country once had before it was destroyed by the Imperial powers through economic sanctions, war and occupation. It represents a small step at the beginning of a long journey. The more people who commit to taking this journey, the more likely we are to get there in the end.

 

We support self-determination for the people of Iraq, and continue to work toward our goal of making reparation with the people who have been affected by this war and its aftermath. We are convinced that all those who participated in the invasion and the destruction of Iraq should be held accountable for the destruction of the country's infrastructure, its economic and social structures, its historical past and its health and education. At the same time, however, this “accountability” must not be allowed to interfere with the ability of Iraqis to determine their own collective future.

More than 4.5 million Iraqis — a fifth of the population — have been displaced inside and outside their country due to the sectarian policies of the occupation and the governments it has installed since the illegal invasion of Iraq in 2003.

 

The international community, the occupation powers, and the government in Iraq are legally required to support and protect Iraqi refugees.

 

Iraqi refugees are Iraqi citizens who have a full right to live in dignity, a right to benefit equally from national resources, and a right to return to their homes.

 

The UN Security Council, as the highest body of the UN, has the power and legal duty to ensure that the needs of Iraqi refugees are met by passing a resolution to require that the Iraqi state allocate proportionate revenue to responsible agencies and hosting countries. - Read also: Oil for Iraqi citizens (Hana Al Bayaty, 10 January 2008)

World Tribunal on Iraq

·The first task of the tribunal is to investigate the crimes committed by the US government in launching the Iraq war. In spite of a world movement condemning this war and its clear violations of  international law, the US government forced its premeditated war strategy upon the world. Moreover the US-government demands impunity and continues to put itself above all international laws and conventions.
·The second task is to investigate allegations of war crimes during the aggression, crimes against laws of occupation, humanitarian law and crimes against humanity, including genocide. Such an inquiry may include the sanctions imposed against Iraq and the use of illegal weapons which kill over generations, such as depleted uranium.  
·The third task is the investigation and exposure of the New Imperial World Order. The tribunal would therefore consider the broader context of the doctrines of "pre-emptive war" and "preventive war" and all the consequences of those doctrines : "benevolent hegemony", "full spectrum dominance" and "multiple simultaneous theatre wars"… As part of this process, some hearings will investigate the vast economic interests  involved in  this rationalized war-logic.
·The tribunal, after having examined reports and documentary evidence and having listened to witnesses (Iraqi and international victims and various experts), will reach a decision.
