Al Maliki emphasized that his government (occupation assigned) will not meet the demonstrators demands. He kept eluding and twisting facts about the humanitarian and justified demands the protesters.
Iraqi MP states: No Rape in Iraqi Prisons, but Consensual Sex Between Inmates and Policemen

Iraqi MP Ali Shubbar, member of the Parliamentary Human Rights Committee, accused Iraqi female inmates in Iraqi prisons of "sexual lust" and continued by claiming that they “expose themselves to the police”. He also said that “some prisoners have sexual thirst. So they present themselves to the police to have sex with them and then they later claim that they have been raped.”
Iraqi prosecutors have submitted a report that confirms the occurrence of torture and violations and rape of women detained in Iraqi prisons. The report is based on confidential testimonies of female prisoners
